The Seattle Seahawks exploited the NFL CBA successfully, and now more teams are doing the same.

Last weekend, the Chicago Bears traded 2 first-round picks to the Oakland Raiders.

These moves were overshadowed by the Los Angeles Rams' trade for wide receiver Brandin Cooks, Aqib Talib and Marcus Peters.

Teams used to have a pool of money to sign their rookies with.

But in 2011, the CBL created the rookie wage scale, which designated money for all draft picks.
